FUNCTION AND MAIN TASKS:
1. Advise and propose the Department’s leaders to implement organizational structure, payroll, planning, appointment, rotation and dismissal forheads of divisions; implement regulations on labor, salary, insurance, employing, using, training, fostering, appointment, planning of civil servants, public employees and employees; emulation - commendation and discipline work;
2. Develop programs and work plans on regular activities of the Department; Carrying out the work of summarizing and reporting periodically and irregularly on the performance of the Department's tasks as prescribed;
3. Proposing on the implementation of administrative, management, international relation; coordinate with relevant units to advise the investment, procurement and repair of assets and equipment of the Department;

FUNCTION AND MAIN TASKS:
1. Advise on planning and implementing the management and use of finance and assets of the Department; Be chaired of advising on the setting of norms and inspecting the implementation of the norms of fuel, technical equipment and means of the Department according to the approved norms;
2. To guide, inspect and supervise the implementation of the Regulation on internal expenditures and other regulations of Department related to the field of financial and asset management; coordinate with relevant units to advise the investment, repair of assets and equipment of the agency; Implement the check of documents, vouchers and payment according to regulations;
3. Advising on the management and supervision of excursion fee to Ha Long Bay; advise on adjusting the rate of excursion fees in accordance with the law and reality; propose and manage revenues from service activities on Ha Long Bay;
4. Coordinating with the Office and related divisions in implementing the salary, bonus, insurance and other allowances for employees of the Department according to regulation;
5. Mobilizing and attracting investment and financing in the service of management, conservation and promotion of Heritage;

FUNCTIONS AND MAIN TASKS:
1. To advise on the implementation of programs, plans, master plans and investment projects on restoration, embellishment and promotion of Heritage and infrastructure projects in service of management and exploitation of tourism services on Ha Long Bay;
2. To advise on the implementation of managing investment projects funded by the state budget assigned by Provincial People's Committee, projects authorized by ministries, branches and central government to manage projects using the budget of the Department; implement management, supervision and management consultancy of investment projects from non-budget sources deployed by organizations and individuals on Ha Long Bay in accordance with law;
3. To advise on application of science and technology and technical management and technology in heritage management; research and propose processes and regulations for preservation, restoration and promotion of heritage values;
4. To advise and coordinate with relevant agencies and divisions involved in the management, association and supervision of investment activities in the protected site and the buffer zone; coordinate to participate in the appraisal and submission to competent authorities for approval of socio-economic development plannings in the protected site and in the coastal areas according to regulations; Collecting comments from the community on socio-economic development plans related to the heritage site;
5. To manage and use of means of transportation of the Department; Implement the transportation of employees of the Department to work at tourist sites on the Bay; Implement new registration, extension of registration of means of transportation and ports on the bay;
6. To be chaired on building plans, processes and implementation of maintenance, and repair of means of transportation, technical equipment and infrastructure at working points on the Bay and at the head of the Department;
7. To advise on the organization of waste collection activities in Ha Long Bay and transport to shore for treatment;

FUNCTIONS AND MAIN TASKS:
1. To advise on the development of programs and plans to coordinate with departments, branches, Ha Long City People's Committee as well as relevant localities and divisions of the Department to inspect and supervise the observance of the law on protection, preservation and promotion the values of heritage, tourism, transport, forests, fisheries and environment... of organizations and individuals involved in socio-economic activities in the protected area and the buffer zone of the World Heritage site, promptly detect, prevent, compile documents in order to report to competent authorities for handling according to regulations;
2. To assume the prime responsibility for, and coordinate with relevant units of departments, branches, Ha Long City People's Committee, relevant localities and units under the Committee to ensure safety, security and order on the Bay. Coordinate with Conservation Centers to ensure safety, security and order, protect resources and properties of working sites in the Gulf;
3. To assume the prime responsibility for, and coordinate with concerned agencies and units in, supervising, examining and handling violations in the observance of the law on taxes, fees and charges as prescribed; inspect and supervise the observance of regulations on tourist routes and transportation activities, guide tourists on Ha Long Bay, report to competent authorities to handle violations according to regulations;
4. To advise on the development of regulations in coordination with relevant agencies, units and localities in the management, inspection and supervision of socio-economic activities on the Bay;
5. To organize the management and use of online monitoring equipment system of socio-economic activities on the Bay;
6. To coordinate with the Office to sign and manage tourist boat operation contracts and tourist service contracts on Ha Long Bay;

VI. RESCUE CENTER HA LONG BAY

FUNCTIONS AND MAIN TASKS:
1. To organize the implementation of programs, plans and for natural disaster prevention, fire explosion prevention and rescue, oil spill response on Ha Long Bay; Advising and coordinating with relevant authorities and organizations to handle incidents occurring on Ha Long Bay;
2. To act as a permanent member of the Department's Steering Committee for natural disaster Prevention; Be on duty for rescue communication 24/24 hours, promptly notify natural disaster developments to the divisions under the Department; To assume the prime responsibility for, and coordinate with the Conservation Centers and relevant divisions in performing on-site rescue;
3. To implement the training courses on disaster prevention for employees of the Department as well as organizations and individuals involving in socio-economic activities on the Bay to obey the State's regulations on natural disaster prevention.
4. To coordinate with relevant divisions in inspecting and supervising the implementation of natural disaster prevention for organizations and individuals involving in socio-economic activities on the Bay and requesting competent authorities to handle according to the provisions of law;
5. To coordinate with relevant divisions in managing and using specialized equipment in service of the Department's natural disaster prevention. Maintaining the operation of the VHF information system on the standing channel of the Department (channel 24);

2. To organize the control of excursion tickets, welcome and serve visitors; implement the management of ports and wharves at tourist attractions; ensure safety for the management, protection, conservation and exploitation of tourism services in the heritage area that are assigned to manage;
3. To ensure environmental sanitation (on caves, islands and areas that are assigned to manage); Organize the supervision of waste collection and treatment activities at tourist routes and attractions in the assigned heritage areas; Involving the community in the protection of heritage environment, complying with the Ha Long Bay management Regulation;
4. To inspect, supervise, prevent and promptly coordinate in handling violations in the assigned management area; coordinate with the Inspection and Handling Division on Ha Long Bay in managing, inspecting and supervising the observance of regulations on heritage protection as well as environmental protection, tourist routes and transportation activities, guide tourists on Ha Long Bay; supervise socio-economic activities in the area that is assigned to manage according to regulations, especially the area bordering Cat Ba-Hai Phong and the area bordering Hoang Tan-Quang Yen;
5. To carry out the prevention of natural disasters, fire and explosion, on-site rescue;
6. To advise on organizing the collection, preservation, documentation, display and introduction of historical and cultural values at Cua Van Floating Cultural Center as well as at Tien Ong Cave and other areas in the management area; organizing the performances and introduce intangible cultural heritages associated with Ha Long Bay in areas that is assigned to manage according to regulations.
4. To ensure environmental sanitation (on caves, islands and areas that are assigned to manage); Organize the supervision of waste collection and treatment activities at tourist routes and attractions in the assigned heritage areas; Involving the community in the protection of heritage environment, complying with the Ha Long Bay management Regulation;
