Assigned Responsibilities:
1. Acts as the Department’s official account holder; serves as the authorised spokesperson and provides information to the media in compliance with applicable laws and regulations.
2. Directs and manages the following areas of work:
- Organisational structure and staffing; emulation and commendation; disciplinary affairs; staff training and capacity building; recruitment, competitive examinations, rotation, transfer and appointment of personnel;
- Formulation of master plans, operational plans and management regulations for the World Heritage;
- Investment promotion, external relations and international cooperation;
- Planning, finance and accounting;
- Investment and capital construction;
- Management and utilisation of public assets;
- Prevention of corruption and misconduct; promotion of thrift and prevention of waste;
- Reception of citizens; handling and resolution of complaints, denunciations, petitions and recommendations from citizens and enterprises;
- Implementation of grassroots democracy; direction and organisation of the annual thematic work programme of the Department.
3. Participates as a member of provincial councils and steering committees, as well as those of the Department, in areas related to the assigned responsibilities.
4. Performs other duties as assigned by the Provincial Party Committee and the Provincial People’s Committee.

Assigned Responsibilities:
1. Assists the Director in directing and managing the following areas of work:
- Administrative and office management affairs;
- Inspection, legal affairs and compliance; review and screening of legal documents; dissemination and education of laws and regulations; monitoring the implementation of legal documents within the Department;
- Administrative reform and implementation of the ISO quality management system in accordance with Vietnamese National Standards (TCVN);
- Internal political security; protection of State secrets; security and national defence;
- Procurement, management, allocation and use of goods, supplies and fuel; repair, maintenance and servicing of technical equipment, machinery, vehicles, facilities and infrastructure serving the management, conservation and promotion of Heritage values.
2. Participates as a member of provincial councils and steering committees, as well as those of the Department, related to the assigned fields of responsibility.
3. Performs other tasks as assigned or authorised by the Director.

Assigned Responsibilities:
1. Assisting the Director in directing and administering the following areas of work:
- Management and utilisation of inland waterway transport infrastructure (including navigation channels and routes, ports and passenger piers on Hạ Long Bay, Bai Tu Long Bay, and the operational port at Ben Đoan), as well as the management and use of the Department’s watercraft and vessels.
- Disaster prevention and response; fire prevention and fire-fighting; search and rescue; occupational safety and hygiene; disease prevention and control; response to oil spill incidents; inspection, supervision and handling of violations within heritage and relic areas.
- Environmental management and protection; protection of aquatic resources; collection, transportation and treatment of waste within the Hạ Long Bay World Natural Heritage area.
2. Participating as a member of provincial Councils and Steering Committees, and of the Department’s boards and committees, in accordance with the assigned areas of responsibility.

- Research and development of tourism products and services at heritage and relic sites;
- Collection of fees for visits to heritage and relic sites, and management of other service-related revenues;
- Execution of contracts with tourist vessels operating on Ha Long Bay, as well as with organisations and individuals engaged in tourism, recreation and entertainment services, in accordance with regulations.

- Research, investigation, surveys and regular monitoring of conservation status; preparation of scientific documentation and professional reports on the protection and conservation of the cultural values of heritage sites and monuments;
- Training, professional development and capacity-building in expertise, professional skills and competencies related to the management, conservation and promotion of heritage and monuments;
- Foreign investment promotion and international cooperation in the management, protection, preservation, restoration and rehabilitation of heritage sites; maintaining liaison and coordination with UNESCO, the World Heritage Centre, the Viet Nam National Commission for UNESCO, and relevant international organisations in the field of heritage conservation.

- Information safety and cybersecurity; application of science and technology, innovation, digital transformation and information technology;
- Communication, promotion and community education; editing and publication of communication materials and publications;
- Management of the official website of the Ha Long Bay – Yen Tu World Heritage Management Department; communication and outreach through social media platforms.

- Formulation and organisation of the implementation of the Sustainable Forest Management Plan and the Marine Protected Area in accordance with current legal regulations; organisation of information systems, archives and databases for the management of records related to special-use forest land and the marine protected area;
- Management, protection and development of forests within the heritage sites; management of environmental protection and protection of fisheries resources at Bai Tu Long National Park;
- Maintaining liaison and coordination with the Viet Nam – Russia Tropical Centre and relevant international organisations in the conservation of the National Park.
