Due to the complicated situation of waste generation due to storm No. 3 in Ha Long Bay, the Ha Long Bay Management Department requests the divisions under the Department to continue to strengthen waste collection, specifically assigning the Heritage Conservation Centers to: Proactively develop plans and solutions to organize waste collection activities in the management area, mobilize maximum human resources and means of the Center, waste collection contractors, and service businesses in the area to completely handle the waste backlog caused by storm No. 3 in the assigned management area; Proactively propose additional human resources, means, and funding (if necessary) to serve waste collection and report to the Department's leaders for approval; Directors of the Conservation Centers directly direct and are responsible to the Director of the Department for waste collection in the area. Technical and Landscape Restoration Department: Urge and request the waste collection contractor to arrange sufficient means to collect waste on the bay to ensure full implementation of the signed contract; Be responsible to the Head of the Department if the contractor does not arrange sufficient means and personnel to collect waste. Professional - Research Department: Strengthen environmental monitoring in coastal areas of Ha Long - Bai Tu Long Bay, especially areas where waste from cages and styrofoam buoys is still concentrated and at risk of spreading to Ha Long Bay, promptly provide information and advise on treatment plans; Take the lead in coordinating with the Technical and Landscape Restoration Department, Conservation Center 1, Conservation Center 3 to develop a Plan to coordinate with the People's Committee of Ha Long City to handle waste concentration points from cages and styrofoam buoys in Ha Phong, Tuan Chau, Dai Yen wards (Ha Long Xanh area). At the same time, the Board also directs all units under the Board to arrange forces to increase waste collection for Conservation Centers according to the Conservation Centers' Plans when requested./.
