To proactively respond to Typhoon Ragasa (Storm No. 9), the Command Board for Disaster Prevention, Fire Fighting and Rescue, Occupational Safety and Hygiene, and Oil Spill Response of the Ha Long Bay Management Department has initiated storm prevention measures.
Accordingly, the Department has established a specific duty schedule, assigning on-call duties to leaders and affiliated units; arranged sufficient storm prevention forces; reinforced and secured structures; and evacuated assets, documents, and equipment managed by the agency to safe locations. These measures were ensured to be completed before 12:00 PM on September 24, 2025, at all working sites in the Bay, including the office headquarters.

Additionally, the Department notified and required organizations and individuals engaged in socio-economic activities in the bay to carry out storm prevention measures as directed by the Province, ensuring that no residents remain on boats or aquaculture cages during the typhoon’s landfall.
The Command Board for Disaster Prevention, Fire Fighting and Rescue, Occupational Safety and Hygiene, and Oil Spill Response also instructed all units to closely monitor the typhoon’s developments and maintain continuous, uninterrupted communication 24/7.

Typhoon Ragasa is considered the strongest storm so far this year to enter the East Sea of Vietnam. It is forecasted that on September 24, winds in the Gulf of Tonkin (including the Quang Ninh sea area) will gradually strengthen to level 6-7, then increase to level 8-10, with areas near the typhoon’s center possibly reaching levels 11-12, with gusts up to level 15. Sea waves will be 4-6 meters high, with very rough sea conditions.
