The 9th Congress of the Ho Chi Minh Communist Youth Union of Ha Long Bay Management Department, term 2025-2030
On September 11, the 9th Congress of the Ho Chi Minh Communist Youth Union of the Ha Long Bay Management Department for the 2025–2030 term was held with the participation of 52 youth union members. Attending and directing the Congress were Mr. Vũ Kiên Cường, Secretary of the Party Committee and Director of the Ha Long Bay Management Department; Phạm Đình Huỳnh, Deputy Secretary of the Party Committee and Deputy Director of the Ha Long Bay Management Department; and Mrs. Vũ Thị Hiền Anh, Member of the Provincial Youth Union Executive Committee and Standing Member of the Youth Union of the Provincial People’s Committee.
During the 2022–2027 term, the Youth Union of the Ha Long Bay Management Department achieved many positive results, fostering a vibrant emulation movement among grassroots branches and members. Traditional education activities, cultural and artistic events, as well as sports activities, were held enthusiastically. Youth members actively and effectively participated in initiatives such as taking on youth-led projects and tasks, striving to improve their skills and knowledge, and taking the lead in professional and technical activities.
Looking ahead to the 2025–2030 term, with the slogan “Solidarity -Courage - Creativity - Pioneering - Development,” the Congress set out specific goals aimed at shaping the youth of the Ha Long Bay Management Department into individuals with strong revolutionary ideals and firm political will, deeply patriotic, ethical, culturally aware, law-abiding, peace-loving, and socially responsible. The objectives also include fostering a generation equipped with knowledge, health, and ambition; and promoting the pioneering, volunteer-driven, and innovative spirit of youth-especially in applying digital transformation to the management, conservation, and promotion of the values of Ha Long Bay as a World Natural Heritage site. The Congress also emphasized the goal of building a strong and effective Youth Union within the Management Department-one that unites and gathers a wide base of young people, worthy of being a reliable reserve force for the Communist Party. Moreover, youth are expected to continue their leading role in fulfilling the agency’s political tasks.
In his directive speech at the Congress, Mr. Vũ Kiên Cường, Secretary of the Party Committee and Director of the Ha Long Bay Management Department, affirmed that throughout the 30 years of formation and development of the Ha Long Bay Management Department, the Youth Union has always been an important organization-a dynamic and creative force present and actively engaged in nearly every field of work. Youth members have never shied away from hardship, overcoming all challenges, and significantly contributing to the agency’s stability, development, and achievements as seen today.
During the 2022–2027 term, the Youth Union of the Management Board successfully implemented numerous youth-led activities and initiatives closely aligned with the agency’s political and professional tasks.
Mr. Vũ Kiên Cường also emphasized several key points for the new Executive Committee to focus on in the upcoming term, such as: continuing to study, explore, and pilot new, effective management solutions for Youth Union activities; and actively pursuing further education and training to stay abreast of new knowledge and global integration trends.
At the Congress, on behalf of the superior Youth Union delegation, Mrs. Vũ Thị Hiền Anh, Member of the Executive Committee of the Provincial Youth Union and Standing Member of the Youth Union of the Provincial People’s Committee, acknowledged and commended the achievements made by the Youth Union of the Ha Long Bay Management Department. Alongside these proud accomplishments, she also expressed her agreement with the candid and constructive spirit of the report, which openly addressed several existing limitations. She emphasized: "The lessons learned, as outlined in the Political Report, are profound-particularly the lesson on the decisive role of the Party’s leadership and the importance of continuously innovating the content and methods of Union activities. These will serve as a guiding compass for the new Executive Committee in the upcoming term."
The Congress elected 7 outstanding individuals-possessing the qualities, competence, and credibility necessary to lead Youth Union work and youth movements in the new period-to the Executive Committee for the 2025-2030 term (9th Congress). Additionally, 4 delegates were elected to attend the Congress of the Youth Union of the Provincial People’s Committee.
The 9th Congress of the Ho Chi Minh Communist Youth Union of the Ha Long Bay Management Department for the 2025-2030 term is a significant political event, taking place in the context of the entire province holding Party Congresses at all levels, moving toward the 16th Quang Ninh Provincial Party Congress and the 14th National Party Congress. With the motto “Solidarity - Courage - Creativity - Pioneering - Development”, the Congress reflects the determination, unity, and collective intelligence of the youth. It embodies the spirit of pioneering, enthusiasm, and aspiration to contribute, aiming to successfully implement the resolutions of the 1st Congress of the Youth Union of the Provincial People’s Committee, the 13th Provincial Youth Union Congress, and Party Congresses at all levels.
