6th Party Congress of the Ha Long Bay Management Board, Term 2025-2030

On July 3-4, 2025, the 6th Party Congress of Ha Long Bay Management Department for the 2025-2030 term was successfully held under the motto: “Solidarity - Democracy - Discipline - Breakthrough - Development”, with the participation of 162 out of 163 summoned Party members. This congress marked an important political milestone, demonstrating a strong commitment to building a clean and strong Party organization, enhancing leadership capacity, combat strength, and the effectiveness of fulfilling political tasks in the new phase.

The Conference Overview

Comrade Vu Kien Cuong, Party Secretary and Head of the Ha Long Bay Management Department, delivered the opening speech at the Congress.

During the 2020-2025 term, despite facing numerous difficulties and challenges, the Party Committee and the agency maintained unity, consensus, and dedication, focusing on effectively implementing the Resolution of the 5th Party Congress of the Ha Long Bay Management Department. Most of the targets related to Party-building and professional tasks were fundamentally achieved. The Resolutions of the Party Congresses at all levels, including the Department’s own Congress, were concretized through programs and plans with key implementation solutions. These efforts led to significant and notable achievements in the management, conservation, protection, and promotion of the Heritage Site’s values-laying the foundation for rapid, sustainable, and breakthrough development in the new term.

Stepping into the 2025–2030 term, the Party Committee of the Ha Long Bay Management Department has defined its overarching goal as: continuing to firmly pursue the path of renovation, demonstrating strong leadership and governance, upholding the responsibility of leaders, and closely aligning Party-building with the successful implementation of political tasks. The Party Committee is committed to continually building a clean and strong organization, promoting digital transformation, fostering innovation in governance, and elevating the management, conservation, and enhancement of Ha Long Bay's values.

Comrade Vu Ngoc Tuan delivered a speech on behalf of the higher-level Party Committee.

In his directive speech at the Congress, Comrade Vu Ngoc Tuan - Deputy Secretary of the Party Committee of the Provincial People's Committee - praised, acknowledged, and highly appreciated the achievements of the Party Committee of the Ha Long Bay Management Board during the past term. He also agreed with the limitations and shortcomings identified by the Party Committee, as well as the proposed groups of targets outlined in the report. He expressed confidence that, with a spirit of unity and strong determination, the Congress would successfully elect a new Executive Committee.

During the Congress, 10 subordinate Party cells under the Board's Party Committee delivered presentations and discussions, offering insightful and practical viewpoints on various topics, such as:

• Renovating and improving the quality of Party cell activities through effective, practical, and experience-based approaches;

• Applying information technology and digital transformation in the management, conservation, and promotion of the values of Ha Long Bay as a World Natural Heritage Site;

• Enhancing the quality of human resources to meet the requirements of heritage conservation and management in the new phase;

• Diversifying tourism products in Ha Long Bay, developing high-end offerings, and promoting regional connectivity among Ha Long Bay, Bai Tu Long Bay, and Lan Ha Bay;

• Improving the efficiency of environmental management, conserving biodiversity, and responding to climate change in Ha Long Bay.

These discussions were closely aligned with the political tasks of the Management Board and are expected to make significant contributions in shaping the direction of future political tasks, protecting and promoting the heritage values of Ha Long Bay, and strengthening the Party-building efforts of the Board in the coming period.

Regarding the tasks and solutions for the 2025-2030 term, the Congress reached consensus on the continued goal of building a clean and comprehensively strong Party organization, enhancing the leadership capacity and combat strength of the Party structure; promoting a spirit of unity, democracy, discipline, cultural values, and human strength; accelerating innovation, daring to think, act, and take responsibility; effectively implementing synchronized solutions for the management, conservation, sustainable use, and promotion of the Heritage Site’s values for the 2025–2030 term, with a vision toward 2040.

The Congress also emphasized digital transformation, building a modern and intelligent heritage management model to improve administrative efficiency, supervision, and visitor services; strengthening intersectoral and interprovincial cooperation; leveraging the role of communities and businesses in heritage conservation; maintaining security, order, and a civilized, friendly tourism environment; and innovating communication strategies to promote the Ha Long Bay nd tourism products.

These efforts aim to firmly ensure national defense and security, expand and improve the effectiveness of foreign affairs, and contribute to building a prosperous, civilized, and modern Quang Ninh - truly a shining example in the era of national integration and development.

The Congress conducted elections for the 6th Party Committee for the 2025–2030 term, consisting of 11 members.

The newly elected Executive Committee was presented to the Congress.

The Congress also elected 6 delegates to attend the Congress of the Party Committee of the Quang Ninh Provincial People's Committee.

The delegates cast their votes during the Congress.

Based on the discussion contributions, the Congress unanimously approved 11 specific targets covering two main areas: Party building and the implementation of political tasks for the 2025-2030 term.

The 6th Congress of the Party Committee of the Ha Long Bay Management Department, term 2025-2030, called on all cadres and Party members throughout the Party Committee to promote the spirit of “Unity - Democracy - Discipline - Breakthrough - Development,” working together with determination to build a strong Party Committee and organization; continue to uphold achievements in conserving and preserving the unique values of Ha Long Bay; elevate the level of heritage management; and contribute to building a prosperous, civilized, and modern Quang Ninh.

With the theme of building a clean and strong Party Committee; innovating and applying digital transformation in governance; enhancing the quality of tourism products; and elevating the management, conservation, and promotion of the values of the Ha Long Bay World Natural Heritage Site, the 6th Congress of the Party Committee of the Ha Long Bay Management Department for the 2025-2030 term was successfully concluded.
