Two vessels were caught illegally while harvesting seafood in the core zone of the World Heritage Site
At 9:00 PM on May 5, during a routine patrol in the Hon Gai - Cua Dua channel area, located within the core zone of the Ha Long Bay, the Violation Inspection and Enforcement Team (under the Ha Long Bay Management Department) discovered two vessels engaged in illegal fishing activities.
The vessels were found using banned fishing gear to dredge for clams-an act strictly prohibited within the core heritage zone.

At the time of inspection, the owner of vessel QN 40160-TS was identified as Mr. Pham Xuan Hung, and the owner of vessel QN 10011-TS was Mr. To Tien Loi-both residents of Quang Yen town.
The individuals presented several notarized documents related to their vessels and personnel, including fishing permits, vessel registration certificates, crew member logbooks, and inspection certificates.

The task force made an official record of the incident and requested the owners of the two vessels to cease illegal fishing activities, and to move the vessels to Ben Doan Port for authorities to handle. All case documents were handed over to the Hon Gai Port Border Guard Station for further processing according to regulations.
