Ha Long Bay Management Department holds Conference to analyze and evaluate 2024 Public Administration Reform Index, setting its direction for 2025
On April 8th, Ha Long Bay Management Department held a conference to analyze and evaluate the 2024 Public Administration Reform (PAR) Index, as well as to set its directions and tasks for improving the index in 2025. The conference was attended by representatives of the leadership and PAR officers from the department's affiliated units. The 2024 Public Administration Reform (PAR) Index of Ha Long Bay Management Department reached 86.38 points, including 51.35 points from the Evaluation component and 35.03 points from the Sociological Survey component. This placed the Department third in the ranking among public service units. The Department's PAR Index decreased by 0.08 points compared to 2023, resulting in a drop of two positions in the rankings.
The conference analyzed the results and assessed the implementation of the Department's 2024 PAR tasks. It also frankly acknowledged and seriously reflected on the PAR-related responsibilities in 2024. Representatives from various units contributed numerous opinions regarding 9 areas comprising 31 criteria with 32 sub-criteria, mainly focusing on those that had declined in ranking, such as PAR leadership and management, and the sociological survey component.

In his closing remarks at the conference, Mr. Vũ Kiên Cường, Director of Ha Long Bay Management Department, once again requested that all affiliated units seriously review the Department’s administrative reform (PAR) tasks in 2024 in order to effectively carry out the 2025 reform agenda. Based on the feedback received during the conference, the Office was tasked with compiling and drafting the official conference conclusion notice, clearly outlining the responsibilities assigned to each unit. Improving the effectiveness of the Department’s PAR efforts is considered a vital part of fulfilling its political duties - especially the management, preservation, and promotion of Ha Long Bay.
Earlier, at the conference announcing the results of the 2024 PAR INDEX, SIPAS, DDCI, DGI, and DTI scores of various agencies, units, and localities, Ha Long Bay Management Department and Mr. Nguyễn Trung Hậu, Deputy Director of the Department and Deputy Head of the Department’s PAR Steering Committee, were awarded Certificates of Merit by the Provincial People's Committee for their outstanding achievements in implementing the 2024 PAR Index.
