The Provincial National Assembly Delegation conducts supervision at the Ha Long Bay Management Department
As part of the thematic supervision program on "The implementation of policies and laws on environmental protection since the 2020 Law on Environmental Protection came into effect in Quang Ninh Province," on the afternoon of March 27th, the supervisory delegation of the Provincial National Assembly Delegation carried out an inspection at Ha Long Bay Management Department. Participating in the delegation was Madam. Đỗ Thị Lan, Deputy Chairwoman of the National Assembly's Committee for Culture and Social Affairs.

Mr. Vũ Kiên Cường, Director of Ha Long Bay Management Department; Mr. Lê Minh Tân, Deputy Director of Ha Long Bay Management Department; along with representatives from several affiliated units, welcomed and worked with the supervisory delegation.
Since the 2020 Law on Environmental Protection came into effect, Ha Long Bay Management Department has strictly implemented the environmental protection regulations. The Department has gradually enhanced the management and collection of waste in Ha Long Bay, conducted regular patrols and monitoring to promptly detect potential sources of pollution, and progressively applied technology in protecting the Bay’s natural resources and environment. The Department has also successfully implemented the “Ha Long Bay without plastic waste” initiative.
A significant portion of the Department’s regular operating budget, as well as external aid, has been allocated to environmental protection activities - mainly focused on waste collection, wastewater treatment, and the renovation and upgrading of sanitation facilities. In addition, the Department utilizes other regular funds for activities such as pollution prevention, emergency response to environmental incidents, and environmental resource protection patrols and monitoring.
Through the implementation of environmental protection regulations, the Department has contributed significantly to preserving the outstanding universal values of Ha Long Bay and fulfilling its mission in conserving World Heritage values.
During the supervision session, Ha Long Bay Management Department made several recommendations, including: the need for more specific regulations on marine environmental protection - especially regarding marine waste collection and treatment; the establishment of clear and deterrent sanctions and binding regulations to combat plastic waste in the sea and in tourism-related activities; increased resources for environmental protection, particularly in waste collection equipment; and early issuance of detailed guidelines for managing the Ha Long - Cat Ba Heritage Site, the first inter-provincial World Heritage Site in Vietnam.

In her closing remarks at the working session, Madam. Đỗ Thị Lan, Deputy Chairwoman of the National Assembly’s Committee for Culture and Social Affairs, acknowledged the positive results achieved by Ha Long Bay Management Department. She also highly appreciated the Department's proactive coordination with relevant departments, sectors and localities in environmental protection efforts.
Madam. Lan requested that Ha Long Bay Management Department continue to refine its report, with particular attention to making specific and practical recommendations aligned with the realities of management, conservation, and promotion of Ha Long Bay’s values.
All the recommendations raised will be compiled by the supervisory delegation and reported to the competent authorities. This will contribute to improving relevant policies and laws and enhancing the capacity and effectiveness of implementing environmental protection policies and legislation in the future.
